[Buildroot] [PATCH] Add gstreamer package

Hi,

This patch adds a gstreamer package to buildroot. gstreamer is an
audio and video manipulation library used by a number of applications.
This package provides the basic gstreamer libraries and tools, most of
the actual media processing functionality is provided in plugin
packages.
