[Buildroot] openssl user land binary

I am trying to get ssl support, including being able to execute openssl.

It looks like line to copy it to the target folder is commented out and
when I remove the comment, it cannot find the file.

It'd like to include it, but I can't seem where to switch it back on. Any
ideas?
